Do laws have value without enforcement?

This is a spin off the discussion of police misconduct. Was it Locke or Hume who said that it was better to let ten guilty go free than to convict one innocent? My question is, where do you draw the line? Go far down that road and there is no enforcement of law. Some would say that an unenforced law is worse than no law at all.
