It's the era of high-powered offense and he's got an innovative version of one. Whether it can work in the NFL, dunno. The risks with him are high, but so are the rewards. A moribund franchise like the Browns could use someone like him.

Also, they know the Eagles want him too, and Joe Banner would like nothing more than to stick it to Jeffrey Lurie.
