If you're referring to the "ice the kicker" timeout, the kick was blocked only because the O-Line let up because they heard the whistle for the timeout.

The "ice the kicker a second before the kick" timeout is annoying, and I root against any coach who employs it (I think the insufferable Shanahan may have invented it). No reason the league has to allow it, really (unless a team suddenly pulls new personnel in, etc). The announcers claimed the Chargers line let up, but I didn't see a replay that confirmed it.
Many said Fox was an idiot for not going for it on 4th and 1 earlier in OT, with the Tebow weapon.
