Montreal has been ruled out due to repairs to that stadium not being completed until 2027.

It surprised me that Montreal is making repairs to that stadium. They were trying to get a new downtown stadium approved, but apparently that wont be happening now. So are they trying to fix up the old stadium in a bid to try and still attract an expansion team? When I attended a game there (in the late '90's, IIRC), it not only had the broken roof but it looked pretty run down and unattractive inside and out.
