In modern baseball I suspect that record belongs to Bartolo Colon.
In his 2004 season with the Angels, he went 18-12 with a 5.01 ERA, 4.97 FIP, and 1.37 WHIP. He struck out just 6.8 per 9 and walked 3.1, giving up 38 HR, but managed to still win 18 games.
To add to the flukiness, he won the CY Young the following year.
Retroactive to German's placement on administrative leave on September 19, but he'll still have to sit out the first 63 games of the 2020 campaign per Rotoworld.
Not sure how he got credit for 18 games in less than 2 weeks. Post-season maybe.

I seem to recall other players serving their entire suspension during the regular season and also be ineligible for the post-season. So i wasn't sure if post-season games counted toward the suspension or not.

That's for PED suspensions. You are ineligible for the post season even if your suspension is completed before the end of the regular season. That happened with Frankie Montas this year.
