Is McHugh a Keeper at $15 in a 10 team 4X4 AL only?

My PONY draft left me feeling very worried about (QUALITY) pitching in AL only leagues. I would be keeping Felix 29, Smyly 6 and Ventura at 6. Each team HAS to roster 4 starting pitchers. The last 5 pitchers can be any combination of SP/RP.
