I guess it depends on how bad to need the WR help now. I'd consider dropping him for K. Allen as long as its not a keeper league. Allen has 3 strong games in a row 80+ yards each (averaging almost 7 receptions and 100 yards per game with 2 TDs on 27 targets).

Would not drop him for Pettis or Boykin.

If this is a redraft, I would drop him for Allen.

Heck, I might drop Shorts for Allen.

If this is a keeper, I would hold on to Cobb and drop Shorts for Allen.

Just read this on Rotoworld:

Packers placed WR Randall Cobb (broken leg) on injured reserve/designated to return.
Cobb won't be eligible to practice for six weeks, and can't return to game action until Week 15. It makes him safely droppable outside of Dynasty leagues, as there's no guarantee he'll be immediately reinserted into an every-down role. It's a bitterly disappointing development, as Cobb was on pace for 1,612 yards from scrimmage and eight touchdowns coming into Week 6. Jarrett Boykin will take Cobb's place in three-receiver sets, and could start opposite Jordy Nelson this Sunday if James Jones (knee) isn't ready.

If true you can safely drop Cobb for any of these guys. K. Allen would be my #1 choice by a large margin.
