Maybe I'm missing something but I'll ask a seemingly obvious question that noone has asked yet: Why did Cleveland, a low-payroll team (24th) that is going no place this season, acquire 3 of these players? Yeah, the contracts of all 3 will expire at the end of the season but still this is a month of fairly high salaries that they are taking on. What is the benefit to Cleveland that would explain the sense in this?
Edit: I see that they're only 5 G behind the Twins, so I guess they're making a last ditch effort of catching them. I thought they were a lot farther back.

You submit all of your claims blind ahead of the deadline. Then each claim is awarded to the first eligible team in the order who claimed that player.
So if Cleveland had chosen to put in a claim on all the players on the waiver bulletin for that day, they would have been awarded all of them, unless someone ahead of them in the order (e.g., Padres) had put in a claim on one of them."Jesus said to them, 'Truly I tell you, the tax collectors and the prostitutes are going into the kingdom of God ahead of you.'"
