    Theo says a lot of things, because Theo likes to talk and likes to see his name in print. If he ever deviates from this "written policy", he'll have a rationalization ready. It's a good policy, but policies are made to be ignored.

    That said, he's a terrific GM. Not nearly as great as he seems to think he is (quite a few guys could do very well given his budget), but terrific.
