    . Administration
    A. Mission Statement
    The purpose of the Field of Dreams Fantasy Baseball League is to emulate the significant tasks, that a major league general manager undertakes in order to build a championship team. This league emphasizes the drafting of quality prospects, acquiring free agents of value at auction, and signing talented players long-term.
    B. Fees
    Twelve individual owners will make a $100 investment via e-check, through LeagueSafe.com in order to compete for the opportunity to win up to $400.
    C. Payout
    1st Place - $550
    2nd Place - $350
    3rd Place - $200
    4th Place - $100
    LeagueSafe allows the distribution of prize money 24 hours after the conclusion of the MLB regular season, by e-check, prepaid visa card, or paper check.

    2. Settings
    A. Overview
    ESPN 7x7 head2head auction league, daily lineup changes, four player acquisitions per week, 24 hour waiver period, maximum twelve pitcher starts per week, home team wins majority of tied scoring categories.
    B. Hitting Categories (7)
    Runs, Doubles, Triples, Homeruns, Runs Batted In, Stolen Bases and On Base Percentage.
    C. Pitching Categories (7)
    Strikeouts, Quality Starts, Wins, Saves, Holds, Earned Run Average and Walks plus Hits per Innings Pitched
    D. Format
    Twenty game regular season with equal number home and away games. Six teams with the best records compete in a three week playoff. High seeds get home field advantage and division winners get first round byes.

    3. Rosters
    A. ESPN Rosters
    Each team consists of 30 players; 13 hitters, 12 pitchers and 5 bench players. Positions are C, 1B, 2B, SS, 3B, CI, MI, OF, OF, OF, OF, OF, U, SP, SP, SP, SP, SP, RP, RP, RP, RP, RP, P, P, five bench slots and three injured reserve allotments.
    B. Proboards Rosters
    The rosters on this forum display your drafted prospects and free agents won at auction; it will serve as a reference for all your player values, contracts and service time. Rosters are only edited prior to opening day (initial) and after the playoffs have ended (final) so it does not reflect the changes made to your ESPN roster during the season.
    C. Minor League Farms
    In order to eliminate any accidental prospect acquisitions, there are four ESPN teams (AAA, AA, HiA and LoA) dedicated to protecting all drafted and undrafted prospects. These teams receive a bye every week of the regular season and do not participate in the playoffs.

    4. Prospects
    A. Draft
    The four round prospect draft will take place on this forum each year, before the season commences. It will be a true ladder draft according to the previous season's standings. The defending champion chooses last all 4 rounds, the rest of the order is decided using a competitive slotting procedure found in the Draft Order Determination thread. Prospects may only be drafted before they have accrued 130 at-bats or 50 innings pitched in the MLB. Drafted prospects must be property of a major league team; no college, high school or international amateurs. The draft will be permanently reduced to three rounds in 2016 to allow room for supplemental draft picks.
    B. Promotion
    When you feel your prospect is ready for the show, simply propose a trade(select the 'send email' option to ensure it's received) to the minor league farms and the trade will immediately be accepted and expedited. Remember, they do not need to have reached 130 AB/50 IP, but once you promote drafted prospects they cannot be returned to the farm and are considered keepers unless dropped. You may promote a prospect during the offseason via email to the commissioner.
    C. Undrafted Prospects
    You can not acquire a player with less than 130 AB/50 IP through ESPN's player list. Illegitimately added prospects will immediately be removed from all teams. Instead, these undrafted prospects will be periodically added to the minor league farms to prevent owners from prematurely acquiring them. Owners are welcome to place claims for an unlimited number of undrafted prospects, by proposing a trade to any farm team at any time. When that prospect achieves their 130 AB/50 IP threshold, out of the owners who placed claims, the team with the worst record will be awarded the player with a 48 hour trade proposal. If that owner no longer wants the player, the team with the next worst record gets priority and so forth. If no one has made a claim for the player, they will be released to the ESPN player list.
    D. Rule 5 Draft
    The Rule 5 Draft is a process in which owners can bolster their farms, by acquiring undrafted prospects throughout the course of the season. The undrafted, unauctioned players must have reached 130 at-bats or 50 innings pitched during the current season, and must have not yet reached 260 AB or 100 IP. If that criteria is met, you may draft one of these players per season by demoting them to your farm system with a trade proposal, to be recalled at a later time. Or you may opt to draft this player without demoting them, in which they'll be permanently kept on your major league roster. In either case, a Rule 5 pick gains the $0 service-year status of a prospect. A list of all Rule 5 selections will be kept on the ESPN message board and the Proboards Draft Result thread.
    E. Service Time
    The service time of drafted prospects will start the season they reach 130 AB or 50 IP. Once drafted, Rule 5 picks immediately accrue their first year of service time. Years of service time are only exhausted if the player achieves 130 AB or 50 IP in each respective year. Owners are entitled to three free years of service time from all their farm hands. After the third year, the owner must sign them based off the player's then current value according to ESPN or forfeit them to the free agent auction. Once prospects are promoted, the owner also has the option of signing them before the three years service time has been fulfilled, usually at a discount. Whenever tendered a contract, these players are no longer considered prospects.

    5. Finances
    A. Budget
    Each season, your team will be allotted a $300 budget to sign keepers and bid on free agents. Keeper salaries will be deducted from $300, the remainder will be used to bid on free agents during the preseason auction. Once the season begins, the budget is no longer in effect until the following year. Players may be added to your team or traded with no financial impact.
    B. Free Agency
    All impending free agents and players not signed to contract, are available to the highest bidder in our annual couchmanagers.com slow auction. Each team will have five nominations to use at a time, with nominated players remaining on the block for at least 24 hours. Whenever a higher bid is entered, the players' 24 hour clock will restart. Nominations are 'rolling' so you get new ones as your nominated players are won. It's recommended to use your entire budget, as there's no advantage to saving money. Prospects are prohibited in the auction, but if they're accidentally nominated, the auction will be paused for their removal.
    C. Current Value
    The price for which a player was obtained at auction is their current value, all contract extensions are based off this number. Any free agent obtained midseason who was not auctioned on, will have their value determined by the first edition of ESPN's Fantasy Baseball Draft Kit. All prospects are assigned a yearly current value according to the last edition of ESPN's Draft Kit. These ESPN auction values are based off 10 team 5x5 roto leagues with a $260 budget, so the prices are significantly reduced. Look at it as an arbitrator ruling in your team's favor every time.
    D. Keepers
    Each owner is required to designate between a minimum of 8 and a maximum of 16 players to keep, approximately a month prior to opening day of the following season. Keepers must be under contract in order to be kept, free prospect years are not contracts. There is no inflation in this league, due to the minimum increase being only $8 (eight keepers all signed to one-year deals) which is less than a 3% increase in budget. By promoting and keeping your prospects for free, you will be offsetting a lot of the contractual commitments that are incurred.
    E. Extensions
    Owners must sign their players to contract extensions in order to keep them the following year(s). Please post your extension details in the transactions thread, they may be modified or retracted anytime before the keeper due date. Once a player's contract expires or they are not tendered a contract, the player will lose their current value and re-enter the free agent auction. There are (7) options to signing keepers outlined below.
    i. Option
    Contract is based off player's current value plus $2, and owner retains the right to re-sign player again to another contract the following season.
    ii. One-Year
    Contract is based off player's current value plus $1, and owner loses control of player after contract expires.
    iii. Two-Year
    Contract is based off player's current value plus $2 per year, and owner loses control of player after contract expires.
    iv. Three-Year
    Contract is based off player's current value plus $3 per year, and owner loses control of player after contract expires.
    v. Four-Year
    Contract is based off player's current value plus $4 per year, and player is awarded a signing bonus. Owner loses control of player after contract expires. but possibly receives supplemental draft pick.
    vi. Five-Year
    Contract is based off player's current value plus $5 per year, and player is awarded a signing bonus. Owner loses control of player after contract expires. but possibly receives supplemental draft pick.
    vii. Six-Year
    Contract is based off player's current value plus $6 per year, and player is awarded a signing bonus. Owner loses control of player after contract expires. but possibly receives supplemental draft pick.
    F. Signing Bonuses & Performance Incentives
    When players are extended four, five, or six years, they will respectively be awarded a signing bonus equal to 5%, 10%, and 15% of their current value rounded up to the nearest dollar; to be paid in the first year of contract. When prospects are extended four, five, six or option years; they will respectively be awarded a signing bonus equal to $1, $3, $5 and $1. Performance Incentives will be awarded to winners of the AL/NL Most Valuable Player, Cy Young, and Rookie of the Year. This $1 bonus will be applied the following season, to any new or existing contracts.
    G. Supplemental Draft Picks
    When four, five or six-year contracts end, the owner may receive a supplemental draft pick according to the length of the contract(longer the contract, higher the pick.) In order to be eligible for a pick, the player must be ranked within ESPN's top 200 the season following the contract expiration. These picks will be awarded at the end of the last round in the same sequence as the draft order. Each owner may receive a maximum of two supplemental picks per year.
    H. Designated for Assignment
    Once a player is extended, they will retain contract value and length for the life of the deal. If an owner drops a player under contract, this is considered being designated for assignment and will be documented on the ESPN message board. Any team that intentionally or accidentally adds the DFA'd player, also inherits the contract. If another team does not pick up said player by the end of the season, the original owner will be forced to pay 50% of the contract rounded up to the nearest dollar per year, for every year remaining on the deal. The player then re-enters the preseason auction. Contracts may only be nullified due to player retirement, incarceration, or death.
    I. DL60 Concession
    If a player under contract spends any time on the 60-day disabled list, the owner is eligible for a one-time $2 discount towards their keeper budget the following season. The discount is non-transferrable, and the player cannot be dropped at any time during the season. Owners must notify me at the time of these DL60 trips to receive the discount. No retroactive concessions will be granted.

    6. Trades
    A. Midseason
    All players, prospects, and auction dollars may be traded. Please post your trade in the transactions thread immediately after accepting. Trades not involving the minor league farms are subject to a 48 hour review, giving owners the option to veto uneven transactions. Assets must be received by both trading teams, trades do not count towards weekly transactions, and draft picks are not tradable.
    B. Offseason
    Rosters will be frozen at the conclusion of the MLB regular season. Final offseason rosters will reflect whatever players are on your team at that time. Players may be traded after the playoffs and during the Winter Meetings but not added off the ESPN player list. If an owner trades any player during the Winter Meetings (January 1st-31st), and the receiving owner signs them, the original owner will receive a $1 discount to be used on their keeper budget the following season (maximum $3). After Jan 31st, trading will be frozen until our rosters are input into the ESPN site.
    7. Enforcement
    We as owners are responsible for knowing all the information listed in the charter. This league focuses on the promotion and management of MLB's best young players, as a result there are several stringent rules to get familiarized with. Knowing and engaging in these practices is vital to the continued success of your team. This is a lot of information to process, but it's necessary to maintain detailed guidelines when managing a dynasty league of this caliber. A lot of leagues are disorganized and inconsistent, but these rules are enforced absolutely. There are no excuses for not knowing the situation concerning trades, keepers, contracts and prospects because they will all be documented here in detail and backed up on paper in case of emergency. Please double check all AB/IP quotas before finalizing player acquisitions, I do not enjoy removing un-drafted prospects from rosters.
