I don't think there's a wrong choice, but I'd take Waters. He did hit the wall in AAA ball in 2019, but he was only 20. K's are a real concern, but with some adjustments to improve plate discipline and increase launch angle a bit, he could put up really good numbers. Cruz is great, too, with power upside and a cannon for an arm, but I think he'll need to move off SS. And the fatal car accident is still hanging over him.I'm just here for the baseball.

This is an interesting one honestly. I think 9 teams is pretty shallow for an only league, 12 is more typical. And in shallow leagues you are looking for stars. I would generally favor Waters, but is he a potential star? It seems like his upside is a 10-15 HR, 15 SB bat with good average. That's a good player, and one I'd take in almost every league. But it's not a star.
Tough one.
I'm still leaning Waters but my real answer may be along the lines of neither one being particularly fantasy relevant in a 9 team league.
