You take the /quote (surrounded by square brackets) and quote=whomever;1234 with the square brackets (I'd post it but then it would disappear b/c that's a reserved tag) and paste those in the middle of what someone posted. Then you type in between those two tags.
In this case I'm going to use { in the place of the square brackets so vBulletin doesn't interpret this as me actually trying to quote you.

Each set of {QUOTE=nots;351595}YOUR Content{/quote} turns into a block.
If I use square brackets and paste it over and over it turns into this, where I can reply in between. First I'll show you with curly braces, then square brackets so you can see how it turns out:
